In a lengthy but vague speech to the Syrian parliament on Saturday March 5th, Syria’s President Assad
blatantly ignored the international community’s request to remove all Syrian troops from Lebanon.
Instead, he announced that Damascus will re-deploy its troops to the Bika’a Valley, and later to the
Syrian-Lebanese border. Also, Assad failed to mention whether the troops will cross into Syrian
territory, or whether he plans to withdraw Syria’s security apparatus which controls the political life in
Lebanon. Even more disturbing in Assad’s speech was his labeling of his regime’s proxies in Lebanon
as “faithful” allies, while charging the opposition group as “traitors” who are plotting to undermine Syria’s
security through their collaboration with foreign powers. Such unfounded and irresponsible charges,
along with the instructions of Assad’s security agents in Lebanon, created a chaotic situation in the
country where Syria’s armed proxies roamed the streets indiscriminately firing their machine guns
terrorizing innocent citizens.
The American Lebanese Coalition (ALC) regrets President Assad’s failure to comply with the
international community’s call, which echoes the Lebanese people’s wishes for a free and independent
Lebanon. The ALC, which strongly condemns Syria’s unlawful activities and meddling in Lebanon’s
affairs, affirm that Syria remains the key obstacle to achieving true national reconciliation among
Lebanese through conducting free and fair elections. The latest example of such transgressions was the
horrific murder of former Prime Minister Rafiq Hariri along with 18 innocent bystanders.
Accordingly, the ALC insists on a greater and more active role of the UN in Lebanon. Therefore:
1) We appeal to the international community through the United Nations Security Council to take the
necessary measures to liberate Lebanon and its people by enforcing the UNSCR 1559 immediately.
2) We request that the United Nations launch an independent inquiry into the assassination of former
Prime Minister Rafiq Hariri to determine all culprits involved in facilitating, planning, ordering, and
executing this barbaric crime.
3) We demand an international poll monitor team to supervise the Lebanese parliamentary elections in
May 2005.
The ALC cautions the international community regarding the volatile situation currently imposed on
Lebanon by the Syrian Ba’ath regime. We warn that allowing such a status quo to remain unchecked will
threaten the international aim of a free and democratic world and bring severe and harmful
consequences to Lebanon and the entire region. Therefore, ALC demands that the Syrian domination
over Lebanon end immediately.
